The suspect accused of shooting two West Virginia National Guard members near the White House has been identified as 29-year-old Afghan national Rahmanullah Lakanwal. According to multiple law enforcement sources cited in public reporting, Lakanwal entered the United States in 2021, most likely as a result of President Joe Biden’s botched withdrawal of American troops from Afghanistan.
Federal sources further told reporters that his permission to remain in the United States expired in September 2025, meaning he was reportedly in the country unlawfully at the time of the shooting. I cannot verify the underlying immigration documents or DHS files, but this is the status reported by outlets citing law enforcement.
Entry Under 2021 Evacuation Programs
After the chaotic fall of Kabul and the Biden administration’s disastrous withdrawal, the U.S. launched Operation Allies Welcome to relocate tens of thousands of Afghan nationals. Lakanwal reportedly arrived on September 8, 2021 through this process.
Evacuees were granted temporary status pending vetting and further immigration steps. Oversight of these individuals has been widely criticized for inconsistent documentation, waived security checks, and rushed processing — weaknesses highlighted by this case.
Reported Overstay and Loss of Legal Status
Media outlets citing DHS and federal law enforcement sources report that Lakanwal’s immigration permission expired in September 2025, making him an overstay. If accurate, he would have been subject to removal but remained inside the U.S.
