Iranian opposition sources claim IRGC and Basij forces are relocating operations into schools, mosques, and other civilian buildings amid ongoing strikes.
By SHR Media
Iranian opposition channels report that, over the past 24 hours, elements of the Islamic Revolutionary Guard Corps and the Basij have begun relocating from their traditional headquarters into schools, mosques, and hospitals.
If accurate, the move represents a dangerous escalation in tactics.
According to opposition reporting, widespread strikes on Basij camps and police stations have forced the regime’s internal security forces to abandon established facilities. Instead of consolidating in hardened military compounds, they are dispersing into civilian infrastructure across multiple urban centers.
A Shift in Tactics
These reports originate from opposition-affiliated media and social platforms. Independent confirmation has not yet been publicly detailed.
The alleged relocation mirrors methods used by groups such as Hamas and Hezbollah, where military assets and personnel are embedded within civilian areas. The strategic logic in those contexts has been to complicate targeting decisions, increase political pressure, and reduce the likelihood of direct strikes on hardened facilities.
If the IRGC and Basij are implementing this approach, the consequences are serious: civilian buildings become de facto military sites, and ordinary citizens risk being placed directly in harm’s way.

The Human Shield Question
Under international humanitarian law, the deliberate use of civilian structures for military purposes raises significant legal and ethical concerns. Schools, mosques, and hospitals are protected sites. Once armed personnel operate from within them, those protections can become compromised.
The risk is straightforward. Any strike on such locations carries an elevated potential for civilian casualties, which in turn fuels propaganda battles, diplomatic fallout, and further instability.
Opposition sources argue that regime leadership is prioritizing operational survival over civilian safety by dispersing into densely populated areas in an effort to deter further strikes or make targeting politically untenable.
Strategic Implications
If confirmed, this reported shift signals several developments:
- Strikes on Basij and police infrastructure are having operational impact.
- Regime security forces are under sufficient pressure to alter standard basing procedures.
- Civilian populations could face increased risk in the coming days.
Embedding combatants within civilian infrastructure increases battlefield ambiguity, raises the likelihood of miscalculation, and complicates any future military response.
Independent verification through satellite imagery or neutral observers will be critical in determining the full scope of these developments.
