Minnesota Freedom Caucus Republicans have filed articles of impeachment against Tim Walz and Keith Ellison. The filings generated headlines. The math is far less dramatic.

The Legislative Breakdown
Minnesota’s House of Representatives is split 67 to 67 between Republicans and Democrats. Not close. Not leaning. Dead even.
Democrats control the Senate by a margin of 34 to 33.
That means impeachment faces two separate hurdles. Both are steep.
Under Minnesota’s Constitution, impeachment begins in the House. A majority must vote to adopt the articles. In an evenly split chamber, Republicans cannot move forward without Democratic votes. Even one defection matters. Republicans would need multiple Democrats cross the aisle to avoid a procedural deadlock.
If the House votes to impeach, the process then moves to the Senate for trial. Conviction requires a two-thirds vote. With Democrats holding the majority, removal would require multiple Democratic senators to break ranks.
While not impossible, it is improbable.
What Republicans Are Arguing
Sponsors of the articles claim large-scale fraud occurred across state-linked programs. They argue the executive branch failed to act decisively despite warnings. They frame the issue as a breach of public trust and a failure to faithfully execute the law.
Supporters say impeachment is about accountability. They maintain that when billions in taxpayer funds are mishandled, responsibility rests at the top.
Walz and Ellison have denied any wrongdoing. Both have pointed to ongoing investigations, prosecutions, and internal reforms aimed at tightening oversight. They argue that fraud cases prove enforcement is working, not collapsing.
The disagreement is political and constitutional, but also strategic.
Impeachment as Leverage
In divided government, impeachment can function as more than a removal tool. It can also shape public narrative. We saw this playbook during Trump’s first term as president. It forces debate, puts pressure on agencies, and energizes voters.
With the House evenly divided and the Senate narrowly Democratic, the probability of removal remains extremely low. The probability of political impact is much higher.

Impeachment requires more than outrage. More than evidence. It requires votes.
Right now, the Minnesota House is tied. The Senate leans Democratic. Conviction and removal would demand Democratic defections that have not materialized. There is no indication that any defections are coming.
The articles may move forward. Hearings may happen. Speeches will be made.
Removal, under the current numbers, remains a long shot.
In politics, numbers matter. In impeachment, they decide everything.
