Officials face scrutiny as grand jury subpoenas are served in Minnesota ICE obstruction investigation
Federal prosecutors served six grand jury subpoenas Tuesday, January 20, to Minnesota government offices as part of an investigation. The investigation is into whether state and local officials obstructed or impeded federal law enforcement during ongoing immigration enforcement operations in the Minneapolis and St. Paul area.
A Justice Department official confirmed that federal agents served subpoenas to Minnesota government offices, including those of Governor Tim Walz and Minneapolis Mayor Jacob Frey. These subpoenas arrived as protests and intensified immigration enforcement surged across the state.

The Associated Press and ABC News report that investigators sent subpoenas to the offices of:
- Gov. Tim Walz
- Minnesota Attorney General Keith Ellison
- Minneapolis Mayor Jacob Frey
- St. Paul Mayor Kaohly Her
- Ramsey County Attorney John Choi
- Hennepin County Attorney Mary Moriarty
The subpoenas seek records. The Associated Press reported that the requests stem from an inquiry into whether Minnesota officials obstructed federal immigration enforcement through public statements and other actions. Moreover, investigators are focusing the inquiry on a potential conspiracy statute.
What officials are saying
Walz criticized the investigation in a statement posted on X, calling it a partisan distraction. He also declared that Minnesota would not let anyone intimidate them into silence.
Frey has said he will not be intimidated. He is framing the subpoenas as an attempt to pressure local leaders for opposing the administration’s approach.
Ellison said Tuesday the subpoena is for records and documents, not for him personally, and called the situation highly irregular.
Her acknowledged the subpoena, saying she was unfazed by the move, according to the AP.
What happens next
The AP reported Frey’s office released a copy of its subpoena. The subpoena requires a broad production of records for a grand jury appearance date of February 3.
The Justice Department confirmed it served the subpoenas but withheld further details regarding the scope of the investigation.
