Sen. John Fetterman admitted during an NPR interview that Democrats, not Republicans, designed the ACA tax credits to expire this year.

During a Monday interview with NPR’s All Things Considered, Senator John Fetterman (D-PA) made a surprising admission. This undercuts weeks of Democratic rhetoric over the ongoing government shutdown. He acknowledged that the Affordable Care Act tax credits at the heart of the current budget standoff were not taken away by Republicans. Rather, they were set to expire by design under Democratic legislation.
“Democrats designed those tax credits to expire at the end of this year,” Fetterman said. “That’s the Democratic Party. That’s not something they’re taking away. They’re saying, we can have a conversation to extend them.”

Fetterman’s comments directly contradict statements from Democratic leaders like Senate Majority Leader Chuck Schumer. House Minority Leader Hakeem Jeffries have repeatedly accused Republicans of “ripping away health care.” They claimed that Republicans did this by refusing to make the temporary subsidies permanent. The credits, expanded during the COVID-19 pandemic, were passed through Democratic-only budget reconciliation. This is a process that by law limits how long temporary spending measures can last.
Admission Undercuts Shutdown Narrative
Fetterman’s acknowledgment dismantles the claim that Republicans are to blame for ending subsidies. Instead, it affirms that Democrats intentionally set the expiration. They did this to keep future Congresses on the hook for extending them. It is a political tactic that turns expiring programs into bargaining chips during must-pass spending bills.
By stating that the GOP was willing to “have a conversation to extend them,” Fetterman tacitly confirmed something important. Republicans weren’t eliminating subsidies, but negotiating the terms of extension. His tone also hinted at frustration with his own party’s shutdown brinkmanship. This suggested that compromise was still possible “without dropping our entire country into this kind of chaos.”
Shutdown Fallout
The government shutdown now entering its sixth week was triggered when Senate Democrats refused to pass a continuing resolution. They wanted to include a multi-year ACA subsidy extension. Meanwhile, Republicans offered a one-year extension, which Jeffries dismissed as “laughable.”
Now, as Democrats face growing public fatigue and internal dissent, Fetterman’s comments may mark a turning point. His willingness to speak candidly about who set the subsidy deadlines could shift pressure back onto the Democratic leadership. They need to justify why the shutdown continues at all.
