On October 31, 2025, CNN aired footage from Capitol Hill showing Senator Andy Kim (D-NJ) reaffirming Democratic unity in keeping the government shut down by rejecting a continuing resolution that could have reopened it.
In the raw feed, Kim is asked whether Democrats stand together in opposing the Republican-proposed continuing resolution. He replies, “Yes,” immediately followed by, “but we need to find a solution soon for federal workers.”
However, the aired clip shows Kim responding “Yes” to a question about whether Democrats were united in opposing a bipartisan continuing resolution that had already gained support from both parties in the House. His answer made clear that Senate Democrats were choosing to keep the government shut down, despite bipartisan backing.

Democrats Rejected 13 Clean Continuing Resolutions All Previously Supported Under Biden
Since the shutdown began on October 1, the Senate has held 13 votes on clean continuing resolutions to fund the government and protect SNAP, Social Security, and veterans’ benefits.
Each time, Democrats voted no.
Those same lawmakers voted 13 times for identical continuing resolutions under President Biden, with the same funding levels and provisions. The only difference is the White House occupant. This marks a clear shift from cooperation to obstruction, prioritizing politics over governance.

Fetterman’s and Kim’s remarks have given Republicans ammunition to show that Democrats were aware of the consequences yet remained unified in opposition.
