At the center of this mess is Tending the Soil, an alignment of five Minnesota organizations currently building a $22.5 million headquarters called the “Rise Up Center.” Sounds lovely, right? But according to the data unearthed by Data Republican, this organization served as the command center for the “Shut Down ICE” operations.

They didn’t use GoFundMe or any American platform that might actually flag them for, you know, funding illegal acts. Instead, they used Chuffed.org, an Australian-based site. Because nothing says “local Minnesota activism” like funneling cash through a foreign platform to bypass U.S. oversight.

What is Chuffed?

Because Chuffed is headquartered in Australia, it operates under Australian law, not US law. This creates a jurisdictional firewall:

1. No US Subpoena Power: They can tell the DOJ or the IRS to go kick rocks if they demand donor logs.
2. No US “KYC” Rules: They aren’t bound by the strict American “Know Your Customer” banking regulations that force platforms like GoFundMe to flag suspicious domestic transactions.
3. Terms of Service: As a foreign entity, they don’t have to worry about American liability laws regarding “inciting violence” in the same way a Silicon Valley tech company does.

It is effectively an offshore bank account for activism.

If the “Signalgate” logs from Cam Higby are accurate, this network isn’t just “protesting.” They are likely committing felonies.

If we still had a Department of Justice that cared about justice, here is what they would be looking at:
