If you thought the protests in Minnesota involved just a bunch of college kids with cardboard signs and too much free time, you are dead wrong. Thanks to the investigative work of independent journalist Cam Higby, we now have a window into a sophisticated, highly organized and potentially illegal operation running 24/7 in Minneapolis.
This isn’t activism. They built a paramilitary dispatch service to hunt down federal agents.
The Infiltration
Higby infiltrated the encrypted Signal groups where this madness happens. He didn’t just find a few angry texts. He found a machine.
According to Higby’s unconfirmed reporting, these groups operate like a military unit or a police dispatch center. They don’t just stumble upon ICE agents; they hunt them. The group breaks the operation down into specific roles, designating each with an emoji in the chat:
- Mobile Patrols: Drivers who spend their entire “shift” circling neighborhoods looking for federal vehicles.
- Plate Checkers: Intelligence officers who run license plates against a database to confirm if a vehicle belongs to law enforcement.
- Dispatch: A live, 24/7 audio channel that directs traffic, tells “chasers” where to swarm and coordinates the obstruction of federal officers.
The System
The level of organization here is terrifying. They use a “SALUTE” reporting system—Size, Activity, Location, Unit, Time, Equipment—standard military doctrine for reporting enemy movement.

When a “Mobile Patrol” spots a target, they radio it in. “Dispatch” confirms it via the plate checkers. Then the call goes out to the “ICE Chasers” to swarm the location. Their goal isn’t to protest; they aim to physically impede federal agents from doing their jobs.

Higby’s report details how these chats hit their 1,000 user limit daily. To keep security tight, admins burn the chats every 24 hours and start new ones. This is digital burn bag tradecraft, not grassroots organizing.
They even have a “Mutual Aid” network that allegedly vets professionals like teachers to provide support. It begs the question: Who pays for this massive administrative effort?
Who is Amanda Koehler?
This brings us to the leadership. While the foot soldiers swarm cars, someone pulls the strings. Higby identified an “Admin”, code named “HAH” in these chats who is alleged to be Amanda Koeler.

So who is she?
Amanda Noelle Koehler is not some random anarchist. She is a political operative. Until recently, records listed her as the principal owner of Amanda Koehler Consulting and the owner of Maple Urban Farm in St. Paul. But if you try to find her online today, you will hit a wall.
Since Higby dropped his report, Koehler went dark.

Before the digital scrub, unconfirmed records linked her to the Minnesota Democracy Defense Table as a Deputy Director. This group acts as the parent organization for Monarca MN, which explicitly runs “Upstander Trainings” to teach people how to disrupt immigration enforcement.

The Political Connection
Koehler doesn’t operate on the fringe. She ran for Minnesota House District 41B with labor endorsements. Koehler worked as a registered lobbyist. She consulted for other DFL campaigns.

Amanda Koehler is the bridge between the street-level disruption (Signal chats, vehicle tracking) and the state-level political establishment. She is a registered lobbyist and policy expert who brands herself as a simple urban farmer. While her farm appears to be a clean operation with no violations, it serves as a credential for her real work: managing a sophisticated, opaque political network that is now actively obstructing federal law enforcement.
We see an unconfirmed direct line between the state’s progressive political establishment and a group that actively runs license plates and stalks federal agents.
If these allegations hold up, this isn’t just a protest. It is a conspiracy to impede federal officers, organized by professionals and potentially funded by the very institutions claiming to protect democracy.

The Signal chats are gone. The websites sit behind privacy walls. But the screenshots remain. And the question remains: Who else is in that admin chat?
