The United States has presented Ukraine with a reported twenty eight point draft plan aimed at ending the war with Russia. The proposal includes major political and territorial terms that would reshape Ukraine’s future security structure and its relationship with both NATO and Russia. It has not been accepted by Kyiv and remains under review by Ukrainian officials.
Main Points of the Proposal
Reports say the plan reaffirms Ukraine’s sovereignty but would require the country to amend its constitution so it does not pursue membership in NATO. The plan outlines limits on the size and capability of Ukraine’s military and sets conditions for a long term nonaggression agreement among Ukraine, Russia and participating European states.
The proposal would recognize the current Russian control of Crimea and parts of Luhansk and Donetsk. Other contested regions would remain under a frozen status until further negotiations. Russia would also receive a phased path back into global economic forums along with sanction relief tied to compliance.
A reconstruction fund for Ukraine would be created using frozen Russian assets along with contributions from the United States and Europe. Oversight would be handled by an international board.
Reaction From Ukraine
Ukrainian President Volodymyr Zelensky said Kyiv is willing to continue discussions but emphasized that Ukraine will not accept any arrangement that sacrifices its sovereignty or dignity. In public remarks the president said:
“We are ready now as before to work constructively with the American side and with our partners in Europe and around the world so that the outcome is peace.”
Zelensky also said the draft includes what he described as painful concessions. Ukrainian officials speaking to various outlets called some proposals unacceptable or described them as a form of capitulation.
Reaction From the United States
U.S. officials described the document as a framework intended to begin structured negotiations. The administration said the goal is to establish a durable peace that prevents further conflict while creating an international mechanism for long term stability and reconstruction.
A senior U.S. official said the administration has been working on a detailed and acceptable plan for both sides to stop the fighting and establish a lasting peace.
Reaction From Russia
Russian officials confirmed they received the document and described it as a modernized plan. Moscow said Ukraine did not create the plan and indicated it views several of the listed provisions as aligned with long standing Russian demands.
Status of the Proposal
The plan is still a draft and has not been signed by any party. Negotiations are ongoing. Ukraine says it will continue consultations with the United States and European leaders. European governments have expressed concern about the plan and about not being fully briefed on its development.
