A North Carolina repeat offender with a prior murder conviction is accused of hijacking an ambulance and killing a 74-year-old woman, reigniting concerns over early release policies.

Another innocent life has been lost. The criminal justice system once again couldn’t keep a violent offender off the streets.
A North Carolina man with a documented history of violent crime has been arrested and charged with murder after allegedly hijacking an ambulance and killing a 74-year-old woman in Robeson County. The suspect had previously been convicted of murder yet served only five years behind bars before being released.
What Happened
According to authorities, emergency medical services were dispatched to respond to a call in Robeson County when the suspect, Cheyenne Woods, allegedly pulled a firearm on EMS personnel while being transported in an ambulance.
Investigators say Woods forced the EMS workers out of the vehicle and drove off in the stolen ambulance. The ambulance later collided with another vehicle driven by Marie Locklear, 74.
After the crash, Woods allegedly exited the ambulance and shot Locklear. She later died from her injuries.
Law enforcement apprehended Woods shortly afterward. He is now facing multiple felony charges, including first-degree murder, armed robbery, possession of a firearm by a convicted felon, and extra weapons offenses.
A Preventable Tragedy
What makes this case especially disturbing is the suspect’s criminal history.
Woods had earlier been convicted of murder yet served just five years before being released back into society. That decision proved catastrophic for an innocent woman. She had nothing to do with his past crimes. Nor did she have any connection to the circumstances that put him back on the streets.
This was not a failure of warning signs. It was a failure of judgment, policy, and accountability.
Systemic Consequences
Every time a violent repeat offender is released early, the risk is not theoretical. It is real, measurable, and paid for by ordinary citizens who expect the framework to rank public safety.
No amount of post-arrest outrage can undo the loss suffered by the victim’s family. Justice after the fact is not the same as prevention.
