A newly surfaced FBI document combined with statements from Senator Chuck Grassley (R IA) has ignited one of the most serious accusations of political weaponization in modern history.
Grassley revealed that the Biden era FBI spied on eight sitting Republican senators as part of a 2023 operation known as Arctic Frost, an “election conspiracy” probe that later evolved into Special Counsel Jack Smith’s case against Donald Trump and alternate electors.
“This document shows the Biden FBI spied on 8 of my Republican Senate colleagues during its Arctic Frost investigation into ‘election conspiracy.’ Arctic Frost later became Jack Smith’s elector case against Trump. BIDEN FBI WEAPONIZATION = WORSE THAN WATERGATE,” Grassley wrote on X.
The Smoking Gun Document
An unclassified FBI memo dated September 27 2023 labeled “Arctic Frost Election Law Matters Sensitive Investigative Matter” shows that a Bureau agent conducted “preliminary toll analysis” which means tracing of phone call or electronic communication metadata tied to several Republican senators:
- Mike Kelly
- Lindsey Graham
- Bill Hagerty
- Josh Hawley
- Dan Sullivan
- Tommy Tuberville
- Ron Johnson
- Cynthia Lummis
- Marsha Blackburn
The document explicitly connects these names to “limited tolls records associated with the following US Senators.”
That alone raises a constitutional red flag. The FBI appears to have surveilled members of Congress, a major breach of separation of powers boundaries that protect legislative independence.

Worse Than Watergate?
Grassley’s claim that this scandal eclipses Watergate is not exaggeration if these revelations hold up. In 1972 political operatives broke into DNC offices. In 2023 federal law enforcement officials allegedly used taxpayer funded intelligence tools to monitor elected senators from the opposition party.
If accurate the Arctic Frost probe was not a routine investigation. It was a weaponized intelligence operation launched under the guise of “election law enforcement” but aimed directly at political adversaries.
The Broader Pattern
From the targeting of Catholic parishes as “potential extremist threats” to the censorship of social media speech under government pressure the FBI under President Biden has repeatedly been accused of crossing political lines. Arctic Frost may be the clearest evidence yet that the agency’s leadership views opposition politicians not as coequal lawmakers but as investigative subjects.
Congress Must Act
If these documents are verified this is not a scandal for one committee it is a constitutional crisis. The Senate Judiciary Committee and House Oversight Committee must subpoena every communication related to Arctic Frost, the DOJ chain of approval, and the White House’s involvement.
Americans deserve to know who authorized surveillance on sitting senators and whether political motivations were behind it.
Because if this is true the Biden FBI did not just cross a line it erased it.
