Britain’s National Crime Agency announced it will reopen more than a thousand grooming gang cases. These cases appear to have been wrongly dropped by police or prosecutors.

The agency said the new review, Operation Beaconport, will focus on ensuring victims and survivors are placed at the center of the criminal justice process. It will also re-examine investigations in England and Wales that were closed with no further action taken. The grooming gang review aims to address missteps.

According to the NCA, a total of 1,273 potential grooming gang cases have been identified, including 236 involving allegations of rape. The cases span from 2010 to March 2025. This covers a period when grooming gang crimes had already become widely known to the public.

NCA Deputy Director Nigel Leary said the agency’s initial review showed there were several cases where no further action was taken. Investigators had failed to pursue available lines of inquiry in these cases. He added that what appeared to be “human error” and a lack of proper investigative practice contributed to many of these decisions.

Numerous investigations and reports over the years revealed that victims of predominantly Pakistani Muslim child rape grooming gangs — often young white working-class girls — were ignored or dismissed by police and social services. Many were even labeled as “prostitutes” despite being children and legally incapable of giving consent.

Authorities were frequently accused of turning a blind eye to perpetrators due to fears of being called racist or provoking community tensions. This was given the high proportion of Pakistani men identified in these crimes.

In a policy change, the NCA confirmed that Operation Beaconport will document the ethnicities of both offenders and victims, adding another layer to the grooming gang review.

A government-commissioned report by Baroness Louise Casey earlier this year found there had been an “appalling lack of data on ethnicity” in such cases. She said the topic had been “asked but dodged for years.” The failures to collect or report data had hindered accountability and transparency.

She also revealed that she personally discovered a child victim’s file where someone had used correction fluid to erase the word “Pakistani.”

“Child sexual exploitation is horrendous, whoever commits it,” Casey said. “But there have been enough convictions of groups of men from Asian ethnic backgrounds to have warranted closer examination.”

The Casey report prompted the government to launch a long-delayed national inquiry into sexual exploitation by grooming gangs and local authority failures to protect victims. This decision marked a reversal for Prime Minister Sir Keir Starmer. He had previously accused those demanding an inquiry of spreading “misinformation” and “jumping on the bandwagon of the far-right.”

Operation Beaconport and the national inquiry could both prove politically damaging for the Labour Party. The Labour Party controlled many of the local councils in areas where grooming gang scandals occurred. Some of the cases now being reopened were originally closed during Starmer’s tenure as head of the Crown Prosecution Service. This adds further scrutiny to his record amidst the wider grooming gang review developments.

The reopening of these cases marks a long-overdue reckoning with systemic failures that allowed predators to operate unchecked. For years, political correctness and bureaucratic fear trumped the duty to protect children. Operation Beaconport represents an opportunity to restore public faith. It also aims to deliver long-denied justice and expose how misplaced priorities cost countless victims their safety and dignity.
