Uruapan Mayor Carlos Manzo Rodríguez, seen here prior to his assassination, was a vocal critic of cartel violence in Michoacán and had called on federal authorities to confront organized crime directly.
In the western Mexican state of Uruapan, Carlos Alberto Manzo Rodríguez, the city’s outspoken mayor who publicly declared war on the drug cartels that operate in the region, was assassinated on November 1, 2025. He was attending a public Day of the Dead festival in the city’s historic centre when gunmen opened fire. (apnews.com)
Manzo, aged 40, had been mayor since September 2024. (aljazeera.com) He had repeatedly called out the failure of state and federal authorities to confront organised crime in his jurisdiction, particularly in Michoacán’s avocado rich agricultural region, where cartels vie for control of extortion rackets, drug flows and territory.

According to Mexican federal security authorities, Manzo had been under protective detail since December 2024. In May 2025 his security was further reinforced with some 14 personnel from the National Guard and municipal police. Yet despite those protections, the attack succeeded. (elpais.com)
The federal security minister, Omar García Harfuch, stated that the assailants “took advantage of the vulnerability of a public event.” Two suspects were arrested and one was killed at the scene. (reuters.com)
Why This Matters
• Manzo’s outspoken stance made him a symbol of resistance to cartel influence. He openly accused local authorities of corruption and said, “we can’t wait for them to come for us.” (aljazeera.com)
• His death in a public festival for the Day of the Dead, a cultural event attended by families and children, sent a chilling message that violence is not constrained to back alleys.
• The region of Michoacán has long been a battleground for organised crime. The fact that a mayor under federal protection was killed suggests major gaps in security and deterrence.
• The assassination reinforces concerns about impunity. Even vocal, visible anti crime officials remain vulnerable.
• For the United States, Mexico, and other observers, this incident underscores the persistent threat posed by cartels to governance, rule of law and public safety.

Editorial Closure
The brutal killing of Carlos Manzo is more than a local tragedy. It is a stark testament to the lethal stakes faced by public officials who take a stand against organised crime in Mexico. It also raises urgent questions for the federal and state governments: How deep is cartel infiltration in local governance and law enforcement? Why did protective measures fail so disastrously? And how many more lives must be sacrificed before real accountability and systemic reform take hold?
The narrative here must shift from reaction to prevention. Mexico cannot afford to produce martyrs in civic service while the machinery of extortion, weapons trafficking and impunity continues to thrive. If the death of this mayor becomes another statistic, the message to citizens is clear and it should be intolerable.
