The federal government is now in its twenty third day of shutdown, and the blame rests squarely where it belongs, with Senate Majority Leader Chuck Schumer and House Minority Leader Hakeem Jeffries.
For months, the two Democratic leaders threatened to shut the government down if Republicans refused to accept their partisan health care demands. Those threats were not political theater, they became policy.
Now, with hundreds of thousands of federal employees furloughed, federal museums shuttered, and key agencies paralyzed, the same Democrats who once voted for clean funding bills are voting to keep the government closed.
They Threatened a Shutdown Then Delivered It
Schumer and Jeffries publicly and repeatedly threatened to block any continuing resolution (CR) that did not include their preferred health care provisions.
They did not hide it. In interviews and press conferences going back to early summer, both made clear they were willing to let the government close if their demands were not met.
Democrats call this standing firm. The rest of America calls it hostage politics.
During the Biden administration, Democrats voted thirteen times for clean CRs, simple extensions of funding that kept the government open while budget debates continued. According to the Congressional Record, “There were 13 of them … 13 of them during the Biden administration, and 96 percent of the Democrats voted for it.”
But this time, with Republicans controlling both chambers and the White House, Schumer and Jeffries have chosen chaos. They rejected the same kind of short term funding bill they once supported.
As PBS reported, “Senate Democrats are rejecting for the 10th time a stop gap spending bill that would reopen the government.”
Instead of protecting paychecks, they are protecting talking points.
In effect, Schumer and Jeffries did not just threaten to shut the government down, they voted to keep it shut down, blocking clean funding legislation while Americans pay the price.
The Health Care Demands at the Center
At the heart of the fight is the Affordable Care Act, also known as Obamacare.
Democrats are demanding that any funding bill include expanded ACA subsidies and Medicaid protections, rather than simply keeping government funding level.
As Punchbowl News noted, “Democrats lean in… They rejected a clean funding proposal and demanded significant and expensive health care policy changes in exchange for their votes.”
From their perspective, it is about protecting health care for millions.
From everyone else’s perspective, it is about using the federal workforce and American taxpayers as political leverage.
But here is the truth Democrats will not mention, the very subsidies they are fighting for are already driving up costs.
According to insurers’ 2026 benchmark filings, the expiration of Biden’s “COVID Credits” temporary pandemic era tax subsidies accounts for only 3.3 percent of next year’s projected premium increases. The other 96.7 percent comes from long standing flaws in the ACA system itself and rising medical costs.
In other words, the subsidies Schumer and Jeffries are holding the government hostage over are not the cure, they are part of the problem.
That analysis was detailed in a prior SHR Media report, Obamacare 2026 Premiums Soar Amid Expiring Subsidies.
The data shows that Democrats’ “health care protection” narrative is nothing more than political theater.
Extending these subsidies will not reduce costs for working families, it will only continue masking Obamacare’s failures while forcing taxpayers to foot the bill.
So while Schumer and Jeffries posture as defenders of the middle class, their health care ransom demands are inflating premiums, draining the Treasury, and keeping the government closed.
The Numbers Do Not Lie
In the past, Democrats had no problem passing clean CRs to prevent government shutdowns.
Between 2021 and 2023, they did it 13 times, often bragging about their “responsible governance.”
Now, in 2025, those same Democrats are using the threat of a shutdown as a political weapon.
CBS News confirmed that the Senate has voted repeatedly to reopen the government, but Democrats refuse to support any measure that does not include the ACA provisions.
The irony, these same lawmakers once accused Republicans of “playing games” with Americans’ livelihoods.
This time, they are the ones playing.
They are doing it intentionally.
And they are counting on the corporate media to cover for them.
Every time a funding bill comes to the floor, Schumer and Jeffries whip votes to block it. Every time a clean CR is offered, they reject it. And every time Republicans move to pay federal workers, Democrats insert unrelated demands to ensure it fails.
The record is clear, this shutdown is not an accident, it is a strategy.
Consequences and Accountability
While Schumer and Jeffries wage their political crusade, real Americans are suffering.
- 750,000 federal employees are furloughed or working without pay
- Smithsonian museums and national parks are closed nationwide
- IRS operations are delayed, freezing refunds and audits
- NASA has furloughed more than 80 percent of its workforce
- EPA sits at nearly 90 percent inactive
- The Department of Education is at 87 percent furloughed, halting student aid processing
- The National Nuclear Security Administration, which safeguards the nation’s nuclear stockpile, has 80 percent of its staff off duty
These are not abstract statistics. They are families missing paychecks, veterans waiting on claims, and small businesses stuck in limbo waiting for approvals.
Democrats once insisted that “government shutdowns hurt working Americans.” Now, they are inflicting one deliberately because their political priorities outweigh everyone else’s livelihoods.
A Calculated Gamble
Make no mistake, Schumer and Jeffries know exactly what they are doing.
They are betting that the media will frame the story in their favor, and that most Americans will not realize who actually triggered the shutdown.
But this is not 2018 or 2020. The record is documented.
Both leaders went on record threatening to shut the government down.
They said it in press briefings, interviews, and floor statements.
They followed through, and now they are voting to sustain the shutdown rather than accept clean funding.
Their message is clear, give us what we want or we will keep the lights off in Washington.
That is not leadership. That is political extortion.
And their gamble might backfire.
Polling cited by PBS shows that a growing share of Americans, particularly independents, are now blaming Democrats for prolonging the crisis.
After more than three weeks of political brinkmanship, patience is wearing thin.
Every day the government stays closed, the contrast becomes clearer, Republicans are trying to reopen it, while Democrats are demanding ransom in exchange for doing their jobs.
From “Democracy Dies in Darkness” to “Democrats Keep It Closed”
The same party that calls itself the defender of democracy is now responsible for shuttering the government for nearly a month.
They could end it tomorrow, all they have to do is vote yes on a clean CR, just like they did thirteen times under Biden.
But they will not, because the crisis serves their agenda.
It gives Schumer and Jeffries a platform to rally their base, to fundraise, and to frame Republicans as “anti health care.”
It is not governance. It is theater, and Americans are paying for the tickets.
Meanwhile, their “Affordable Care Act” continues to make care less affordable, and their subsidies continue to distort the insurance market.
They are demanding permanent extensions of policies that barely touched premium prices while exploding federal spending.
Even insurers admit it. The 3.3 percent increase linked to the expiring credits proves that the issue is not subsidy levels, it is the law itself.
Yet instead of addressing the underlying problem, Schumer and Jeffries have decided to burn down the government to save their narrative.
The Pattern Is Clear
This is not the first time Democrats have used shutdown threats as leverage.
In 2013, they condemned Republicans for doing it over Obamacare.
In 2018, they themselves shut the government down over immigration.
Now, in 2025, they have done it again, this time to defend a failed health care system.
Every few years, they reinvent the excuse.
But the pattern is always the same, create a crisis, assign blame, and demand concessions.
The difference this time is that the record is undeniable.
Their threats were public.
Their votes are on file.
And their fingerprints are all over the closed doors of Washington.
Final Analysis
After 23 days of shutdown, the verdict is simple.
Chuck Schumer and Hakeem Jeffries threatened to shut the government down, and now they are voting to keep it that way.
They once passed clean CRs under Biden, thirteen times.
Now, they have turned the same process into a hostage negotiation, demanding billions in health care subsidies that do not even reduce costs.
This is not leadership.
It is manipulation, and the American people are the collateral damage.
